Joking. I sort of doubt Russian Federation ran out of 100 years of Soviet stockpile of doom bringing, but it will be way easier to assume they ran out of targets. Sure they can launch million dollars of a missile into sky in hopes of hitting another krushovka but even if 100 civilians die even Putin and Kadirov sees no profit off that.

Russia has money to bomb Ukraines borders for 8+ months while all talented or wealthy Russians evacuate to better countries when borders aren't closed.

I am sure EU has money to pay more for energy and food and completely rebuild its energy infrastructure. At least for every house you heat you aren't bombing childrens home.
