He could be planning to use the accounts KYCed using strangers' documents for criminal activities such as money laundering, transferring and trading off stolen funds etc. and once law enforcement starts tracing the owner of the account. It will be the person who solder their documents who will end up getting traced and not the actual criminal.
Many people live in ultra-authoritarian countries where any words against the state is a crime and if your name added to the "list of terrorists and extremists" you can't even use bank account in any bank.
In some countries like China do exist millions of so called "unregistered children" who of course cannot pass KYC even without being added to "state adversaries" lists.
All of these people cannot pass any KYC without using fake, stolen or bought IDs of another people.
From my point of view, it is absolutely ethical to use stolen IDs from state officials, because they participate in state violence and deserve no mercy!

Rule of thumb (my personal observation): if you see Monero on some exchange, this exchange will NEVER ask KYC.
ToS/AML/KYC pages are just for the state authorities to simulate compliance and not for end users.
This is not true at all.
Monero is already listed on Kraken, Kucoin, Gate and other centralized exchanges that have mandatory kyc verification.
And other smaller exchanges can always ask for verification for any coins they have listed, not sure what ShapeBTC is doing exactly.
I only know one exchange that will never ask for any verification.
My point is that XMR transaction cannot be analyzed for "AML risk score" like other cryptos like Bitcoin and Ethereum. So an exchange cannot arbitrarily ask for KYC if detected user's coins as "dirty".

I created a test account and checked the dashboard. I don't see monero listed there. This is all I could see.

Bitcoin, Ethereum, Litecoin, Tron, Tether (ERC20), Tether (TRC20). I don't know how flexible they are. It might be a good suggestion adding monero as well.
I know. It was a suggestion to the owner to add Monero.

Don't lie to yourself and others: "bona fide" exchangers exist only in the pink pony wonderland!

Say honestly to your users like "Try to choose an exchange that doesn't require KYC to preserve your privacy and don't allow your personal data to be shared without your consent."

Anonymity: You do not need to provide personal information to make an exchange. You don't even need to register.
You forgot to mention there's a big but:
- AML / KYC
- Terms of Use
- Privacy Policy

it seems to me that we are losing the fight for privacy and that is because only a small percentage of bitcoiners actually care about their privacy. As long as their coins gives them the returns they need and they can make money in fiat value from it, then they are fine with the government holding every information about them.

Operating them outside of the US or Five Eyes or Fourteen Eyes makes sense, but think about it though: Don't you think, that a privacy service that is running in Russia for example, will not attract the scrutiny of the United States? I mean, that in itself is enough of an excuse for them to sanction, if not ban the service even if no American had actually used it yet.
In this example U.S. govt don't have any real ability to ban this service.
Of course U.S. govt can declare sanctions, but they will mean nothing for operator in some unrecognized country like Russia.

Remember they have been a business and with a business you have to convince customers at one point to use your service, most of which are from jurisdictions that are under the US dictatorship. At the end of the day, it's all about numbers, if a genuine business is to survive.
When there will be no privacy-oriented services in the "Western/developed world" at all, customers will have no other choice than using services operated from gray unrecognized jurisdictions.

Localcryptos wasn't also operating in the United States AFAIK, but they also had to voluntarily shut down, and many people suspect it was due to regulatory pressure. Even if a service does not operate within the US, if by any chance the regulators know that the US citizens use it. They will sue it, fine it some good sums of money and sanction it. At least this is what we have seen happen. So some owners/founders avoid this by shutting down voluntarily before the focus shifts to them.
Operate the service in a country which is maximally-hostile to the U.S. govt. Even if FBI/NSA/SEC etc will deanonymize owner's name and address, they cannot do anything in real life.
Look recent example of LockBit ransomware operator - identified, but U.S. govt. is powerless on Russian territory.

It only takes a single American citizen to use a platform registered, licensed, headquartered, hosted, whatever based overseas for it to be answerable to the US.

FTX was based outside the US. So is Binance. Samourai is also hosted far from the US. Chipmixer was also operated outside the US. There were many others. They were all seized, fined, indicted, whatever by the US.
General rule: operate privacy-oriented services from jurisdictions, which are maximally-hostile to the U.S. government.

Do you think legislation in other countries will differ much from that in the USA? If they are not the same today, they will be in the future. Even casinos, which are licensed in tax havens like Curaçao, i.e. not US based, have anti money laundering and KYC requirements.
There are some gray areas in the world without recognized government at all.
Of course there are another risks, however local quasi-goverenments are hostile to the US and EU so will never obey their orders.

The term "illegal activities" is very subjective, e.g. you can get imprisoned in Russia just for having anti-war position or posting anything negative against the government.
So called "laws" are in fact simply arbitrariness and despotism from a stationary bandit ("state"). These degenerates threat people with violence for disobeying them and of course you have zero capability to influence what is legal, and what is illegal.

If you advertise your service as privacy-focused, please respect privacy of your users!
Saying "No KYC" and then asking non-anonymous e-mail is a hypocrisy and misleading advertising.
I hope you will remove compulsory e-mail verification as soon as possible!
