how can you deposit cash in the account linked to the card? what are the options and cost?

I have just 2 questions because I am very interested :

1) can you deposit cash in euro on the bank account attached?

2) can you make bank transfert out with the money on the bank account attached to this card?

following my previous question, I will reformulate what I really want to know :

If some kind of authority or the bank which issued the debit card want to know who sold a specific debit card, can they know that you are the one who sold this specific card and can they get to you?

 What is your status related to those debit cards? are you a representative of the bank?

I don't want to know how you get to sell them, I just want to know what is your status as I suppose not everybody can start selling those cards.
