The People’s Bank of China had completed investigations into ICOs, and now it will strictly punish such fundraising-related activities in the future. From this moment it will also castigate legal violations in already completed ICOs.

According to the Bank, along with the securities and other government agencies, any individuals or organisations that have completed ICO fundraising should make arrangements to return the funds. How the money are to be paid back to investors wasn’t specified though.

ICOs, which are generally deployed by startups for fundraising and can also be used for “smart” contracts, have seen unprecedented growth over the past year, raising $1.6 billion globally, with China accounting for around $400 million (through 43 to 65 ICO platforms according to different sources).

Sequoia Capital and IDG Capital are investing $50M in Bitmain Technologies Ltd., created by Wu Jihan and Micree Zhan, and considered by many to be the world’s largest bitcoin mining organization.

To understand the role of Beijing-based Bitmain in the $74 billion bitcoin economy, its necessary to keep in mind the company’s profile.

Firstly, Bitmain designs the silicon that goes into its bitcoin mining rigs. Secondly, it assembles the machines, and sells them around the world as well as operates its own mining facilities. Apart from this, Bitmain runs vast bitcoin mines, which it rents out to others. And last, but not the least, it manages several of the world’s largest mining pools, together controlling 29 percent of all the processing power on the global bitcoin network.

The old domain http://btc-e.nz is active now, though not accessible to notably US-users due to regulations. Users from some other parts of the world may also have difficulties with accessing the exchange.

The relaunch of the site comes with very limited functionality. Users are only able to check their account balances and check or send messages. However, there is nothing surprising as, according to the uptade at bitcointalk.org, the site didn’t have to perform any other functions at this stage of its reboot.

Features and services should gradually come back online, following the three-stage plan to launch the new service.

Earlier this month BTC-e unveiled its scheme of refunding all the money to its users . Now, following its plan to publish additional updates about the recovery process, cryptocurrency exchange BTC-e offers new details on how it intends to revive the services weeks after it was taken offline.

China UnionPay, one of the major payment processors, has recently patent a new blockchain-based system for connecting a network of automated teller machines (ATM’s).

Last month State Intellectual Property Office of the People’s Republic of China released a set of documents revealing a concept, under which ATMs are presented as nodes within a blockchain-powered network. All transactions are shared through a distributed database, which guarantees high level of security and operating time.

Regardless of using only limited amount of data coming from a single point of communication, which hardly seems to be reliable, the system is designed to maintain all transactional information in total security.

The team behind Ethereum has announced plans to release an updated version of the network in late September. Known as Metropolis, a new hard fork is set to bring a number of changes, including higher security and anonymity of the system.

This will be the second official update of the network, following the original Frontier version and the first hard fork, Homestead.

The upgrade has been anticipated since February when the developers first unveiled plans to release Metropolis in the Ethereum road map for 2017. Initially planned in August, the launch date was postponed because of the continued development and comes at the end of the developer’s projected time-frame for execution.

The Russia-based cryptocurrency trading platform ,BTC-e, has announced that it is preparing to publish additional updates about the recovery process, after being closed by US authorities.

The exchange stopped operations earlier this summer following the arrest of its operator Alexander Vinnik. The man was detained by Greek police at the request of the US authorities which accused him of money laundering and illegal money transactions. Besides, a group of bitcoin security specialists, known as WizSec, alleged that Vinnik has been involved in the hacks of Mt.Gox and Bitcoinica exchanges.
