Since the basis for this case (as I understand it) is that they were operating without a license, does that mean any high volume trader on localbitcoins requires a money transmitter license if they operate in the US?
Depends on the state.  They are definitely required to be registered with FinCen.

Can you clarify some points regarding the API?

1) What is the request/throttle limit before getting banned, if any? (e.g. 1 request per second)

It's a bit complicated since there are a variety of factors that can change things, but the basic limits are as follows. The limit for sustained requests is 1 request every 5 seconds. The limit for sustained orders is about 1 per minute. The sustained limits can be exceeded in short bursts. Keep in mind that this is subject to change as we see how people use the API.

Please increase the rate limits.  One request per 5 seconds is pretty low but I can work around it.  One request per second would be more resonable.

However one order per minute is very low.  Overall I place less than 60 orders per hour, but sometimes I may need to place 4 or 5 orders in a minute.  I run into the rate limit too often.

I've been getting frequently disconnected for about a week now.  My miner will run for a while then I will get kicked off and I'll have to restart it to connect again.

I am trying to set up a headless rig with these instuctions: http://www.linuxcoin.co.uk/wiki/index.php/Headless_Linuxcoin

When I start the computer, I see two terminal windows flash by quickly then they are gone and nothing happens.

I can start it manually with: /usr/local/bin/startminers.sh

What am I doing wrong?

I just got my first rig working.  I followed the instructions for the headless miner setup.  (It doesn't start automatically, but that is a different problem for a different day.)  I am now trying to set up the remote desktop.  I opened the remote desktop preferences.  I clicked to allow other users to view and control my desktop.  Everything else is unclicked ATM.  So I am trying to connect using these instructions.  I run PuTTY and enter the right address.  (port is automatically set to 22.)  Then the telnet screen comes up.  It asks for a login and password.  How do I set this or find it?

Your client connects directly to other running bitcoin clients.
To connect to the network, the client has to find the address at least one computer already on the network.  Then that computer will give the client addresses of other clients.  Right?  How does it find the address of the first computer?

It's not stored on a server.  It's stored on all the other clients on the bitcoin network.  That's the beauty of a ptp network.  There is no central server to shut down. 

However, I'm curious whether my computer ever deletes part of the transaction history or if it just fills up my hard drive.

I don't know how the clients find each other on the internet without a central server.

I'm building my first mining rig and I'm trying to figure out what memory to put in it.  Does the speed or capacity of memory matter in a rig?
