I don't have any skills related to bitcoins. But...
We need help to find, adjust, redesign or reconstruct decentralized platform (“bitcoin platform”). 
The platform would imply active use of smart contracts, arbitration (somewhat similar to www.bitrated.com ), other features, but the key difference is in emission . Emission is from the sources that do not decipher anything:
̶             The source is first validated by independent center (network of validators), including determination of maximum amount it can emit,
̶             Then the specific amount of coins is verified, and only after that is on the account of the owner of the source.
Ethereum looks perfect for the job at first glance.
