Tried coincreator (twice) yesterday, but there seems to be issues with them receiving payments

Depending on the coin use and the specifications, if it isn't too complex, then there are also some sites which can directly develope it for you, so you don;t have to spend any time on it. You just have to put in the specs like Blocktime/Number of Coins etc.
They usually don't charge a lot either. Coincreator.net is an example of one.
