What about getting the time of block updated from the last modified timestamp of blkindex.dat or another file?  Is it only modified when it receives a new block?

Hello,

I was a bit disappointed at the lack of documentation for developers surrounding bitcoin specifications and protocols.

Because of this I have some questions;

1.  I need to some stats to work out how update the database of bitcoind (i.e. blocks_i_have/total_blocks)  What is available and how do I get those values?

2. How can I get the time that last block received?  Can this be done from the bitcoind json API?  Or how else can I get this info?

3.  Are the timestamps given from the API based on the times of the local machine or a time agreed upon by the network?  (If the latter, how can I get that time?)
