I cannot imagine that you could do that in the united states. At least under current Money Services Business laws. Anti-Money Laundering/ Know You Customer. Again this would apply to legally operating business.  Personally if you can prove to an individual their is value on the prepaid then im sure you could find someone willing to trade if you look hard enough.
