I just saw a new article @ their site and I just start to laughing  when I read down to the red rectangular,(I put it it).
My thought go to:
Send your bitcoins and I will make,a really fast liquidation right in my pocket,thank you customer.

I am using the BTC-E for a quite a time,I had no problems with them,maybe the 13.2 $ is too little and it is "consumed" with the Fees.
You have to check the Fees with ALL the participants in the money transfer,From your bank account to the exchange.
