No there is no such webwallet till now for syscoin, they are quite different than bitcoin and all of other altcoins not just a fork of bitcoin. So they need to have develope online wallet from scratch and they are not willing to do it soon in their roadmap. You better hold your coin in exchanger wallet if you don't like to download their desktop wallet.

Dogecoin won't exist in 2106.  Just saying.
