Sichuan is a province in China highly affected by floods, which I firmly agree that they disrupt Bitcoin mining as they destroy the mining facilities. All the available cheap hydro-electricity is totally damaged by the floods. For instance, the current monsoon season in the area has caused havoc with the continuously downpour leading to high decline in the Bitcoin hash rate. As it is, China holds more than 50% of the world's cryptocurrency hash rate with its major mining being carried out in Sichuan. The province is mountainous and continuously records heavy rainstorms leading to a high drop in the Bitcoin hash rate. As per the records given by the world's largest mining pools like Antpool, F2Pool and PoolIn based in China have recorded 10% to 20% drop of the Bitcoin hashrate.

After all the 21 million BTCs are mined - estimated at the year 2140, two scenarios are likely to occur. The first one involves miners abandoning their work since there won't be any rewards except transaction fees. Since miners are at the core of decentralization, this may force the centralization of BTC or its total collapse. A second scenario is where BTC's value is high enough and transaction fees are high as well. Here, miners can live off transaction fees and BTC continues. Hopefully, the second scenario comes to pass.

Bitcoins don't really have a set value. It's based entirely on global exchanges, and it depends on how people buy and sell it online. Also Bitcoin and other cryptocurrencies are treated by IRS as property, not currency. According to the Fair Labor Standards Act, employers must pay their employees in cash or other negotiable instruments such as paychecks. Since bitcoin is treated as property, it's highly unlikely that the Department of Labor will consider bitcoin as cash or a negotiable instrument for wage payment. So, to answer your question, government can't pay employees using bitcoin for many reasons, some of them touching on its legality.

I have a question, but looks like support takes ages to reply and live support was unable to answer. I paid by BTC card for some goods, but merchant was unable to deliver the goods and he issued a refund. I don't see the refund yet on my balance. It's been almost a week since they did the refund.
