POS is now reduced to roughly 1%/year. EDIT There is no more random POS blocks and POW is over now. Just a flat 1%.

Nobody will take up your offer for a tiny bounty, but for a big one you will get dozens of offers to help. Developers need to know they are getting a good incentive to help out.
