Come on ,take a look at the depth chart. The guy has placed a sell wall at 0.000451 and a buy wall at 0.00045 !!! Probably trying to rise the price and sell a little bit then buy again lower. The problem? We 5 minutes with no transaction on polo. This is plain stupid.

Lisk can only be staked by 101 people so that keeps the control and profits with them. Why go with a currency controlled by 101 people
The 101 delegates get elected with the community votes. We have the power to replace them with new ones if they don't behave right e.g. (bad uptime of their node, keep the funds for themselves, not promoting lisk, not investing in apps, ...) by simply removing our votes. Furthermore you can be a delegate by yourself, you just have to convince us for your plan. In the future, as Max has told there is the possibility for this number to increase.

so with all the staked Lisk delegates reinvest to Lisk, they dont keep it themselves? If you own Lisk what else can you do to let it grow? invest in casino etc?

indeed, if I'm right when it first appeared it was 4.3M now it is 4.5M

I believe you are right.  Which means he is definitely accumulating, and even though he may appear to be a newb whale according to some people, he is achieving his goal.

One also possible senario to me, is that he wants out and is currently trying to increase his lsk before a massive dump , so that he minimizes the losses from his initial ico investment.

I don't believe that for a second.  Even if he wants out there are better ways to go about it.  Why does he pull the wall every time someone takes a nibble?  The only way a whale would massively dump a golden egg is if they were from a rival coin.  But even that theory is a stretch.  
What I find most strange about is that he tries to retain the price at this area, when it reaches 42-44 he pumps and when it's 46 he dumps...

Nope! He does not want out! If he wanted to, there would have been better Wayīs, as mentioned by others.
He could even offer LISKHQ His coins for a better Price, instead dumping Lisk to "0" !
I don't see any other reason behind their behaviour. I came to believe it's just a dumb whale who wants out, nothing less nothing more.
