Wow, I didn't know they have casinos in Pnilippines. Then the ban looks really weird. But then again I think we have the same situation in the US: many casinos and banned online gambling. Taxes make the governments rich so yeah they care about them. Casinos in Philippines do exist very long time just like in other countries.
