Binance is a centralized exchange, even what they refer to as "DEX" is not exactly a P2P trade or decentralized. CEXes have their merits too, as long as people are aware of the risks and disadvantages involved in using them.

Bisq don't need any KYC requirements, because it is a decentralized exchange that don't need a third party to hold your coins but they create avenue for buyers and sellers to trade with each other directly. When using bisq, you should look for a merchant with good reputation, high trust rate and has completed higher number of orders successfully. It is a good idea that you convince your employer to pay you in bitcoin, because you only need to convert that amount that you will use to take care of your responsibilities and leave the rest in your wallet. Unlike when you are been paid in fiat, you might be too reluctant to buy bitcoin with your fiat currency. Also since you said that it is an underdeveloped country, inflation will eat up your fiat currency value but in bitcoin, your funds are safe.

I haven’t made any significant progress in my financial life since then, but I was presented with the opportunity to change my narrative ten years ago but I couldn’t. Today marks it exactly ten years since my friend talked to me about bitcoin. I decided to take the bold step to adopt bitcoin and spread the knowledge to others. After reading many articles about bitcoin I have come to realize that bitcoin is the future of money. I have also learned the bitcoin is not a get rich quick scheme. To be able to help people and do that, I think you should improve yourself first. You regret missing out on bitcoin in the past, but have you fixed that, have you invested and accumulated bitcoin for the future? I have been using CEXs without KYC for 7 years and have not experienced any problems. DEXs are not the best solution for everyone because they are very expensive in fees, do not support the right assets and networks, and have poor liquidity. I will switch to DEXs when one token to another is as cheap and hassle-free as on CEX, but until this happens, DEXs is not anything particularly unique that makes it worth abandoning CEX completely. 99% of the problems that arise due to working with CEXs are created by the users themselves. Whether this is the fault of the services themselves is a big question.
Being the early user it could've been possible. Right now it is really hard to make use of CEX without KYC. For the users who doesn't want to fulfill KYC, they could prefer DEX. With CEX things were going good and provides good liquidity. Majority of the problem happens with the careless of the user. Having a double check will keep everything functional without error. However while choosing the CEX we need to be careful finding the right one and using it, getting into the untrusted platforms gonna make the user suffer.

Using CEX without KYC will become more difficult as government cryptocurrency regulations are finalized and enacted, so the idea of using CEX without KYC will no longer be viable. But the role and importance of CEX in the market cannot be denied, I believe that even if the government tightens KYC, many people will still use CEX and not DEX. I agree with Ratimov, there are too many inadequacies in DEX and it will not be resolved overnight.

I like OP's plan but you're right, it's great that we prepare a perfect plan but whether we can complete it is another matter. There is no success without trade-offs or we have to pay a high price, and reality is much harsher than we imagine. So I hope OP will maintain his monthly DCA plan with discipline and if there are any setbacks, he doesn't give up. Bitcoin is truly an asset, a potential investment, but whether it brings us profit or not is up to us to decide, bitcoin cannot decide for us.

I think Bitcoin works great and can save the country from inflation. 

Inflation is caused by a country's currency losing value, and the value of the currency depends on the health of that country's economy. Bitcoin cannot create jobs, cannot make energy cheaper or cannot help attract investors to the country...How does Bitcoin help countries escape inflation? Bitcoin is a deflationary asset but that doesn't mean it will be strong enough to help the country or the world's economy escape inflation, don't be delusional.
