Hey Waves devs,

A lot of us aren't happy about the scammy airdrops. Perhaps it's time to use WCT to upvote or downvote scam coins to effectively remove / hide them from the Waves platform? Food for thought.

Facts:

• 2.7m waves is being kept on Bittrex by whale, so they won't be receiving WCT
• 350k waves to zero (Bittrex order book)

Right now whale can't sell at a profit, but keeping money on Bittrex suggests a move soon. My theory is that it's a Poloniex insider that knows they will be listing the Waves asset shortly and is keen to pump and dump the coin? What do you guys think? It was the only plausible thing I could think of.

Are transactions ID's unique? I noticed that Block 251375 has a transaction that has the same ID as block 273834.
