I am able to run a Club 3D 7970 with 280X bios on 1000/1250, i 7 @ ~170W with ~295 H/s (15.12 driver/12.4 Vers./ Win 10 Pro)

I had the same problem but found a solution.

search for:
1. "disable windows driver update"
2. "disable windows driver update group policy" (if you have win 10 pro)
3. "windows tool to show hide windows updates"

then:
4. deinstall all amd drivers by amd tool
5. install the drivers that you want to have AND deselect during this installation the auto update function of AMD installer

You have to do all points above and after that windows probably update your drivers.. then

6. roll back to older drivers. to do this windows will ask why you dont want new drivers. select one out of a list given to you and NOW its done Wink

I have once seen these chinese miner named as "Pandaminer". Costs I dont know anymore....BUT what I have seen so far... they use mobile GPUs.
So if they maybe took the rx480m and it brings round about 25mh/s they would use 560W (16x35W)!
Maybe they made some improvements in bios?! It would probably work out but at this price I wont buy cause of the "maybe scam thing"

Once I had this problem (reinstall drivers), too after flashing with other voltage parameters. After flashing to old bios everything was stable again. So probably you have a bios issue somehow.

Another thing I have figured out, when miner switch off or go to zero after a period of time which is always more or less the same amount of time - go and check temperatures. I have to keep all my cards less then 69°C. If cards go above it will cause failures.

Think also about the efficiency of your PSU cause it wont deliver 600W which depends on its standard (platinum/gold/silver or even lower) or lets say it consumes wattage by itself and this is sometimes not less.

AND another point... it reaches its highest efficiency on ~50% workload.

I made a list from the beginning of this thread till now. I collected everything depending on GPU type, H/s and W. Almost all listed cards have modded bios or clocked to best Hash/Watt ratio.
I hope I got everything right and of course everybody is telling the truth Wink

listed in order of efficiency:

7950/280      290-300H/s @ 200W
7970/280X    300-310H/s @ 210W
290/390       395-400H/s @ 260W
290X/390X    400-410H/s @ 260W
Fury/FuryX   450-460H/s @ 275W
RX 470        290-300H/s @ 110W
RX 480        300-310H/s @ 90W
Nano           450-460H/s @ 175W

Sapphire R9 280 Dual X @ stock bios, 1100/1500, i:5, asm: 1 ~295H/s@ ~200W
Sapphire R9 290 reference @ 390 bios, 1100/1250, i:6, asm: 1 ~400H/s@ ~260W
