Hey guys, I’m not an old-timer here, but posts quality problem is so evident and eye-catching even for me though.
80% of threads consist of pointless posts simply simulating discussion and activity. When I saw few paged threads with paraphrased replies my first impression was like WTF is going on, really doesn’t look like a normal talk. Didn’t take too much time to sort things out and realize where a problem is. IMHO, signature campaigns should be better regulated, maybe limited and users rank system is quite imperfect. I’m not against campaigns at all, but you cannot force one to post regularly and maintain meaningful conversation, it’s frankly incompatible, otherwise you undermine forum the very aim to let people discuss and share useful information.

So do we need changes?   

Законопроект, внесенный 8 июня 2017г., уже принят думой в первом чтении 23.06.2017.
Глава ФСБ, Бортников просит депутатов ускорить принятие закона, в целях борьбы с терроризмом.
В частности предусматривается:
1) установить запрет обеспечивать использование на территории Российской Федерации информационно-телекоммуникационных сетей, информационных систем и программ для ЭВМ для получения доступа к информационным ресурсам, в том числе сайтам и (или) страницам сайтов в сети «Интернет», доступ к которым на территории Российской Федерации ограничен;
2) с целью исполнения владельцами таких сетей, систем и программ для ЭВМ указанного запрета предоставлять им доступ к информационному ресурсу Роскомнадзора, содержащему сведения об информационных ресурсах, доступ к которым ограничен на территории России;
3) установить меры административного принуждения, обеспечивающие исполнение установленного запрета:
за неисполнение требования Роскомнадзора исполнить запрет в течение 30 дней — ограничение доступа к информационным ресурсам, предоставляющим доступ к сетям, системам, программам для ЭВМ, используемым для «обхода блокировок».

Борьба с терроризмом это безусловно хорошо, но как например, отличить плохой VPN от хорошего? Как закон повлияет на работу прокси, тора и т.п.?

У кого какие мысли?
P.S. то, что закон будет принят сомнений не возникает, может, конечно, будут корректировки
