Definitions:

Tier 1. 1–100 COB = 1.1x
Tier 2. 101–1,000 COB = 1.2x
Tier 3. 1,001–10,000 COB = 1.3x
Tier 4. 10,001–100,000 COB = 1.4x
Tier 5. Above 100,000 COB = 1.5x
