I tried to send RFR tokens to another wallet and this message popup. ( TxReceipt Status: Fail )

what should i do. Tokens are deduct from the sender's wallet and not receive to receiver's wallet. how can i refund the tokens or make this transaction success  

I think according to the Head and Shoulder Chart Pattern Bitcoin will be again decrease until 5000$
