I am looking for an appropriate blockchain protocol for my own custom cryptocurrency.

There are 3 general requirements:

1) Full control under Total Supply. Only Issuer must have an ability to Increase and Decrease of total quantity of Tokens at any time. It's very important for me to be able Increase and Decrease Total Supply. As example, I couldn't implement mining ability for users, because it will increasing Total Supply when blockchain will reward miners, am I right?

2) Cheap Wallet-to-Wallet transaction & Fast transaction confirmation. I know I can choose between cheap and fast in terms of blockchain security, but is there an optimal balance? I mean, is there any existed secured blockchain with fast & cheap transactions.

3) Audited blockchain protocol.
