 Минфин и ЦБ РФ так и не пришли к соглашению по вопросу легализации обмена криптовалют на рубли, иностранную валюту и другое имущество; окончательное решение должно принять правительство, заявил замминистра финансов Алексей Моисеев на организованной Внешэкономбанком конференции «Криптосреда», сообщает INTERFAX. «По вопросу, легализовать или нет в РФ торговлю криптовалютами, которые не являются продуктами ICO, то есть это пресловутый биткойн, есть разные точки зрения. Amid a flurry of reports about messaging app Telegram's multibillion-dollar initial coin offering (ICO), a newly-created website appears to be attempting to ensnare would-be investors. The website, hosted by the "Telegram Foundation," is seeking funds for what it calls the "public ICO" for the Telegram TON token. Yet as reported by CoinDesk and other outlets, the sale has largely taken place behind closed doors, with the only publicly available information related to the offering coming in the shape of a Form D filed with the U.S. Securities and Exchange Commission. BTCUSD В среду Биткоин развернулся вниз, не сумев пробиться выше $11000 отметки. По итогам дня пара BTCUSD подешевела на $209 до $10398, продолжив снижаться на сегодняшней азиатской сессии. Объемы заметно снизились, из-за чего на крупных таймфреймах наблюдается консолидация курса. Вероятно, Биткоин продолжит «болтаться» между $10000-$11600, пока не возобновится активность на рынке, для этого паре придется еще раз сходить вниз к $7-8 тысячам за монету. Что касается нашей длинной позиции от $10350, продолжаем удерживать, фиксируем прибыль в районе $11000, либо у сопротивления $11600. При снижении до $9600 откроем краткосрочный шорт с целью тестирования поддержки $8555. Там на отскоке возобновим покупки с $8800.  LTCUSD Быки по Litecoin отступили в среду, не имея возможности нарастить объемы для теста $220 сопротивления. Пара скорректировалась вниз после двухдневной консолидации на $11 до $195. Сигналы на покупку не были активированы, учитывая показатели Alligator и MACD, допускаем развитие медвежьей динамики. Таким образом, в ближайшее время курс может протестировать поддержку $168, так как неудача с запуском LitePay серьезно подкосила уверенность быков, что и отразилось на динамике LTCUSD. С текущих позиций открываться не намерены, ждем теста $168, по результатам которого будем торговаться либо в лонг на отскоке с $180, либо будем искать точку входа для открытия короткой позиции.  ETHUSD Ethereum по-прежнему торгуется в узком диапазоне, но среду завершил снижением, как и большинство альткоинов. Пара ETHUSD торгуется чуть выше $800 поддержки, вчерашние потери составили $14 до $851. Волатильность по сравнению с январем крайне низкая, можно предположить, что идет накопление бычьего импульса как раз в этом диапазоне. В последние часы пара консолидируется, на что также указывает Alligator, по MACD возможен бычий разворот, но сигнал слабый. На подобном рынке не хочется спешить с открытием сделок, поэтому продолжим придерживаться текущих сигналов и торговли от уровней, выжидая идеальную точку входа. The Moscow bankruptcy court has ruled that cryptocurrencies of a bankrupt debtor will not be seized to pay his creditors. The trustee for the case has failed to convince the judge to include the debtor’s cryptocurrencies in the bankruptcy estate. Cryptocurrency exchanges in Malaysia must now fully identify traders after new central bank anti-money laundering legislation came into effect Tuesday, Feb. 27.  Crypto exchange and wallet service Coinbase reported today at 1:53 a.m. PST, about five hours ago to press time, that Bitcoin (BTC) buys and sells are “intermittently available”. The notice on Coinbase’s status site states: “A recurring issue with one of our processes is causing Bitcoin buys and sells to become temporarily unavailable. Our team is investigating and working to restore full service as soon as possible. Coinbase customers may experience intermittent outages of BTC buys and sells over the duration as we resolve this issue. This week the ‘bitcoin-friendly’ financial institution Silvergate Bank sold 9.5 million shares that raised a sum of $114Mn USD during the common stock sale. A UK man living in Amsterdam is facing up to five years in prison for allegedly helping people by exchanging fiat cash for bitcoin which was used to buy drugs. He supposedly started by growing cannabis himself but soon found the bitcoin business to be more profitable by itself. The British man is also suspected of growing cannabis plants as the Dutch police allegedly found plenty of plantations photo on his computer at his previous home. “He thought he had seen a gap in the market and jumped into it”, the Public Prosecutor said. “He started with a cannabis plantation, sold the harvest on the dark web and was paid in bitcoins. Much discussion is currently taking place concerning the nature and specificities of blockchain governance, but when we say "blockchain governance" we're really talking about multiple things. While people often use the term to describe the mechanism by which the underlying protocol of a blockchain-based network can be modified or updated - in terms of both on-chain and off-chain governance - we focus here on a much broader question: What are the various elements or forces that influence the governance of blockchain-based networks or applications? Harvard professor Lawrence Lessig identifies four different forces that influence behavior: law, social norms, markets, and architecture (i.e., technical infrastructure or code). In doing so, he underlines the fact that we cannot focus solely on the rules specifically designed to govern or regulate one particular individual. Rather, we need to take a larger ecosystemic approach, looking at various forces that influence that individual.
