Can someone explain me a bit how is it possible a block to have only 1 transaction

And the fees are 0 BTC, i haven't seen before a block containing only a single transaction.

Today i wanted to access the Poloniex exchange website and my browser does not allow me.

Seems that the SSL certificate has expired by today 03 December or the new one is not yet valid.

How safe is it to use the website now, i know that i can bypass this warning.

How do you send btc to multiple addresses by paying a one time fee?
