Was wondering if anyone can explain why a miner is so much more efficient at mining than a PC is.

I'm hoping to look into starting a sig campaign, and I'm hoping that someone with experience can help me out.  I'd like to look into the costs involved (other than the payouts), as well as the way tracking works.
