Korean Regulation Fails to Shake Bitcoin Market But Could Wipe Out Some ExchangesAfter South Korea’s regulators announced their emergency measures for cryptocurrencies, the bitcoin market breathes a sigh of relief. While a blanket ban was not adopted, other smaller bans remain and a clampdown on virtual bank accounts is presenting a serious challenge to exchanges. Bitcoin Market RelievedThe South Korean government held an emergency meeting on Thursday to adopt some measures to regulate the cryptocurrency market. The measures were announced to the public on the same day. The regulators said from the start that they aim to curb the overheated cryptocurrency market. However, their announcement did not have a large impact. According to the Herald Corporation’s the Investor: "The market appears to be relieved because a blanket ban suggested by the Ministry of Justice was not adopted.Last week, news.Bitcoin.com reported on South Korea putting the Ministry of Justice in charge of a new task force aimed to spearhead regulations. The Ministry of Justice has been considering strict measures including a total ban on cryptocurrency trading, which was not adopted at the emergency meeting. Meeting Notes LeakedApproximately 2 hours and 40 minutes before the government’s final announcement, some meeting notes were leaked and posted online. “The online community posted photos of the conference materials at 11:55 am,” Joongang Daily reported. However, the leaked document is not the final version of the regulatory measures and some points on them were not adopted. Nonetheless, referring to the leak, the prime minister was quoted, “It is very shocking and unacceptable to me.” The regulators’ final announcement was made via the Office of the State Planning and Coordination Center. The Office held a meeting attended by the deputy ministers of each ministry at 10:00 am on Thursday Korea Time and sent an email out to the press at 2:37 pm. During the actual announcement, the price of bitcoin trended downward only slightly before spiking up 7% from 18.158 million won to 19.345 million won at 5:20 pm Korea time. Bithumb Responds to Ban on Foreigners and Minors
The final measures announced by the regulators include “banning foreigners and minors from opening a new account and those who already own cryptocurrencies are not allowed to make additional purchases,” the Investor described. An official at Bithumb, the country’s largest bitcoin exchange, told the publication on Thursday: "The latest measures [on minors and foreigners] won’t have much impact on us as we are already very careful with minors and foreign investors. But they could hurt smaller and unorganized platforms which allow teenagers to trade virtual currencies.Clampdown on Virtual Bank Accounts Could Force Some Exchanges Out of Business The measures also include banning banks from engaging in cryptocurrency-related activities and clamping down on virtual bank accounts, which news.Bitcoin.com first reported on Wednesday. “Cryptocurrency market watchers are crying foul about the government’s clampdown that called for banks to stop issuing virtual accounts for digital currency exchanges,” wrote the Investor. An official at a crypto exchange told the publication: "This is perplexing because the use of virtual accounts was a government initiative. We were close to signing a contract with two major banks for virtual account services but yesterday morning they told us they cannot go ahead with the deal. If all banks close their virtual accounts services for cryptocurrency platforms, then the platforms will go out of business due to a lack of alternatives.The news outlet pointed out that there may be other ways to transfer money for trading in cryptocurrencies, but most transactions are done via virtual bank accounts. A Bithumb official announced: "We are reviewing alternative methods. Even if we cannot use virtual accounts, there are ways we can make sure that there are no obstacles for opening a new account or making transactions. Bitcoin Pushes Canada Toward State Crypto CoinYou’ve read in these pages of the possible Cryptoruble, Russia’s attempt to stave off bitcoin. The European Central Bank and Swift is also trying to speed up its legacy payments processing in order to slow the popular digital asset’s ascent. But is the world ready for a Bank of Canada, state-backed cryptocurrency? Maple Leaf Coin? Le Coin Poutine? Coin Eh? Hoser Coin? The northern most American government appears headed in that direction. Canada Central Bank Explores Own CryptoCentral Bank Digital Currency: Motivations and Implications (CBDC), is the title of a thirty page exploration by the Bank of Canada. Authored by Walter Engert and Ben S.C. Fung, the paper begins with the premise bitcoin and its surrounding technology “have raised the possibility of considerable impacts on the financial system and perhaps the wider economy.” And while Canada is not particularly thought a hotbed of crypto activity, it does boast floppy-haired executive leadership seemingly ready to instruct a college course on quantum computing at a moment’s notice. If that wasn’t enough, the current Prime Minister’s half brother is a well-known bitcoin advocate. If any country could pull off a state-backed cryptocurrency, it’s probably Canada. “This paper addresses the question of whether a central bank should issue digital currency that could be used by the general public,” the CBDC paper begins. It’s goal is to arrive at “a benchmark central bank digital currency with features that are similar to cash.” Pros and ConsBy nature, cryptocurrency enthusiasts are skeptical of government intervention, and especially when it comes to the question of technology undergirding the monetary innovation being used as government tender. Rarely does anyone expect a state currency in this regard to complete openly with the likes of bitcoin, but it probably is, in the end, a way to supplant the decentralize currency altogether. Indeed, a state-backed cryptocurrency is probably the worst of all worlds. As any bitcoiner worth their salt will explain, bitcoin is not anonymous. In fact, with a few easily obtained parameters, distributed ledgers could be used as the most efficient way ever to track human trade and commercial habits. To be fair, the CBDC paper poses this question, albeit in a roundabout way. They consider “whether a central bank liability that is accessible to the general public, like cash or [cryptocurrency], is desirable from a social-welfare perspective. Is it sufficient for a central bank to supply only reserves to qualified financial institutions? Put differently, is a ‘cashless society’ a sound outcome?” A major concern beyond power-loss is seigniorage, the profit central banks make off of their currency monopoly. Bitcoin represents a serious challenge to it. Perhaps as a way to preempt such a loss, it’s own cryptocurrency just might get a few more birds with that one stone: a viable alternative to bitcoin and the possibility of having “no transaction fees charged by the central bank, the benchmark [cryptocurrency] would probably be less expensive for merchants than cash and credit cards,” the CBDC guessed. The report was quick to pivot, however, underscoring itself as only a suggestion and not officially policy. Referring to a previous warning issued in 2015, Dr. Njoroge stated that the CBK “warned everybody that this was a risky venture and the consumer is not protected. It could very well be a Ponzi scheme of a kind, I think you have seen how the prices have gone up and down in various places. Despite the warning, Dr. Njoroge recently expressed his hesitance to rush to regulate cryptocurrencies, describing the CBK as being “open” to innovations in financial technology. The young bitcoin miner negotiated to pay the ‘goats portion’ of his dowry using bitcoins – and has so far paid the equivalent of 25 of the 100 required goats.
The 26-year-old Mr. Mburu quit university in 2010 only one semester into an engineering course. Mr. Mburu recently discussed his decision with Kenyan media, stating “Formal education is good. It will give you an average life. You’ll eat, have your mortgage, car loan and all that — live an average life; struggle through life to the end.” Since discovering the cryptocurrency, Mr. Mburu states that his entire life has come to revolve around bitcoin. “Everything is bitcoin. Where I live, bitcoin; what I drive, bitcoin; investment, bitcoin. It will be a bitcoin wedding,” he said.

Regulation Round-Up: African Governments Hesitant on Bitcoin and CryptocurrenciesGhana’s cybersecurity advisor to the ministry of communications, Albert Antwi Boasiako, has described “fear of the unknown” as the principal barrier to greater cryptocurrency adoption throughout the African nation. Speaking at the recent Ghana Blockchain Conference, Mr. Boasiako stated “We have our fears about cryptocurrency but discussions are still going on. Our country is still hesitant to adopt Bitcoin as a legal tender is the fear of the unknown.”
Mr. Boasiako emphasized the need for Ghana’s tech community to mobilize in order to demystify cryptocurrencies, stating “We are battling fear, the state doesn’t want to move forward because it doesn’t know what’s there. To demystify cryptocurrency, we need a community-driven agenda. We need to strategically demystify the misconceptions around cryptocurrency and get it integrated into the government digitization agenda.” Mr. Boasiako suggested the establishment of a “working group on cryptocurrency that has members from stakeholders like the Bank of Ghana,” recommending that such a body should closely monitor developments in the sphere of cryptocurrency regulation in other jurisdictions.

The ‘2018 Finance Bill’ states that “The purchase, sale, use, and holding of the so-called virtual currency is prohibited. The virtual currency is the one used by Internet users through the web. It is characterized by the absence of physical support such as coins, banknotes, payments by check or bank cards,” specifying that “Any violation of this provision is punished in accordance with the laws and regulations in force.”
An accompanying memorandum emphasizes the concerns that bitcoin’s potential anonymity sparks among Algerian lawmakers, stating “Algeria hopes to establish a stricter control over this kind of digital transaction, which can be used for drug trafficking, tax evasion, and money laundering thanks to the guaranteed anonymity of its users.” The document asserts that despite cryptocurrencies having “long been the prerogative of illegal transaction,” they are able to “get rid of their bad reputation in democratizing and attracting a wider audience.”
They have a point. But if they ban cryptocurrency. Do they think illegal stuffs their will end? I don't think so. They must have deeper study about this first. Before doing such harsh decisions. Some of their neighborhood countries are now embraced cryptocurrencies. They just have to set regulations to regulate users.

The Japanese company GMO Internet plans to produce 7nm semiconductor chips for bitcoin mining soon. Now the Dragonmint 16T miner produced by the firm Halong Mining is calling itself “the world’s most efficient Bitcoin miner,” even though it has yet to be sold on the open market. According to a report written by the journalist, Aaron van Wirdum, the Dragonmint miner boasts “newly designed chips” and is “30 percent more energy efficient” than the Antminer S9. The Dragonmint development team claims the model’s hash power produces around 16 THS.  In that report, the project is said to run by the pseudonymous bitcoin developer, Btcdrak, who says he wants to bring more “competition” to the mining rig manufacturing environment. On the company’s website, the new chip technology claims to be based on DM8575 ASIC chips which achieve 85 GHS per chip, alongside 0.075 J/GHS of power efficiency. The company details the miner is the “first step in a long strategy” which began in 2016. However, on the same day the Blockstream CEO, Adam Back vouched for the company’s miner using his Twitter feed. “Jan Čapek is CEO of Slush pool, the first and longest-running bitcoin mining pool — They took the video demoing a Dragonmint miner. Marek “Slush” Palatinus, and Pavol Rusnak seen above,” Adam Back tells his Twitter followers. However, the IT Architect of Satoshi Labs, Marek Palatinus, didn’t appreciate being associated with Halong Mining in Back’s tweet. “Me, Trezor or Slush Pool or any other people mentioned in the tweet are NOT anyhow related to Halong Mining,” emphasizes Palatinus to the Blockstream CEO. Palatinus then asks Back to remove the tweet, and Trezor CTO Pavol Rusnak also tells him to delete the tweets tags. “Please remove me from your tweet, I was not present during the filming,” Rusnak exclaims. Mark Karpeles Wants to Resurrect Mt Gox with an ICO
Yes, you read that right. Fallen figure Mark Karpeles wants to resurrect Mt Gox, which collapsed in 2014 with the loss of 850,000 bitcoins. He proposes using an ICO and he’d really like your help. Where else is he going to raise the required $245 million? It sounds absurd, but before you hit caps lock and head straight to the comments, take a moment to hear the man out.
Goxxed Again
When Mt Gox folded, hundreds of thousands of bitcoins went with it – customers’ bitcoins, which would today be worth billions. In the resultant fallout, Karpeles, a maverick who had once sat on the Bitcoin Foundation, was vilified. After it emerged that the former CEO could inherit a post-liquidation windfall, the knives came out and old wounds were reopened.

One might have expected Karpeles to keep his head down until the latest storm had blown over, but that’s not his style. In an astonishing and intriguing blogpost, Mark Karpeles has broken his silence to propose an audacious solution to the Mt Gox problem.
The Corpse is Still Twitching
In a lengthy blogpost, Karpeles summarizes the ongoing bankruptcy case and makes mention of Coinlab, whose separate $75 million claim he blames for delaying proceedings. (He also notes that the issue of bitcoin cash was mentioned at the last creditors’ meeting – an intriguing curveball, given that there must now be an equal number of BCH to distribute alongside the 202,000 BTC that were recovered shortly after the bankruptcy was declared.)
Karpeles then contemplates what happens once the bankruptcy proceedings have been concluded, confessing:
"I have been pondering how to proceed should I want to solve this matter myself – which sounds better than being the object of hate of thousands of people for the rest of my days.
His proposal?
"Bringing MtGox up through…new management and ownership sounds actually more and more easily done than before. This could work, joined with a solution similar to what Bitfinex did, where liabilities are covered with tokens issued to creditors.
That’s right, Karpeles just proposed bringing Mt Gox – the most maligned bitcoin exchange in history – back to life. While most people’s first reaction will be to laugh this off, it’s an idea so crazy it might just work. Token issuance wasn’t a thing back in 2014. If it had been, Mt Gox could have hypothetically picked up the pieces and carried on.
From Perdition to Redemption
Gox’s losses were several times greater than the 120,000 BTC stolen from Bitfinex last year. Given Mt Gox’s dominance in 2014, however, had the frigate foundered on and the water been bailed, there’s a chance that by now it might have been shipshape.

Back in the here and now, Karpeles’ proposal of boarding the Marie Celeste and raising her sails once more is sure to be shot down. The bitcoin world has come a long way since the Gox, Bitstamp, Btce, and Vircurex days. The Japanese exchange is a relic from a bygone era. Mark Karpeles seems undeterred however, averring: “MtGox would only need a new management team…and 245 million USD.”

Though Mt Gox’ creditors will disagree, Mark Karpeles isn’t really a ”bad guy”. Bumbling, yes. Unfit to have custody of millions of dollars, yes. But the coy Frenchman isn’t the pantomime villain he’s been made out to be. Karpeles concludes by putting two proposals on the table: to sell the Mt Gox name to anyone willing to reanimate the zombie’s corpse, or to launch an ICO to serve the same purpose. He’s self-aware enough to admit “I wouldn’t have anything to do with MtGox anymore, which I guess most people would agree is a basic requirement” and concedes:
"In case there is not enough raised it could still be locked to be distributed to creditors, which would be better than nothing.
He then finishes: “Should anyone have 245 million USD sitting around and want to purchase MtGox, just drop me an email.”
In an AMA hosted by an ex-Gox employee, one Redditor put it best: Karpeles is “a classic neckbeard who just got lucky and won a lottery”. The man got in over his head and now, belatedly, is trying to make amends. So whaddya say: who’s for an MTG token sale?
