the time was because they only accept 100 transactions per hour and the current round is full (submission beyond limit) so you'll have to wait for the next round which will start in 10 minutes (9 min 15 seconds from this comment's timestamp)

now all you have to do is wait until ViaBTC finds a block, it may take an hour.

FYI....i did go to ViaBTC and read up and opened an account and thought that I had also submitted my transaction right about the time limit you had mentioned. It said: "Acceleration Succeeded" and then underneath said: Your remaining Customer-Only use: 0 Times. Not sure what that was about.
I will say I've been learning a ton about Bitcoin and some of the "Bitcoin Core + Blockstream” Bitcoin development team issues.
If this transaction FINALLY does go through....I'll not only be ecstatic....but I will certainly help by donating to the cause of helping grow and not stifle this crypto economy. It's not only fascinating, but needed!
