the users of bitcoin are not much but increasing with a faster speed and I do not think that there are countries which do not allow their citizens to use bitcoin but almost all of the countries are open to the usage of bitcoin. Only a few countries has banned it in their countries.
You have analyzed it correctly. There are still many countries that prohibit bitcoin transactions. This restricts Bitcoin from replacing the legal currency and becoming a global currency.

because they think that bitcoin is difficult to control and very risky when used by parties who are not responsible. this is the reason the government is still has not legalized bitcoin

Words are cheap and you might be holding on to a sinking ship and we are all ICOed out now days and the days of building your own money printing press are all about over I thinks.
ETH wil live on a little longer because it provides a service as such but much of what we have seen will need to go back to the drawing board and now really might not be the best time to make too much effort
I think having Ethereum now may be more practical than Bitcoin because many ICOs now require Ethereum instead of bitcoin and Ethereum is more stable than bitcoin.
