А раз есть правила, то есть и те, которые следят за выполнением этих правил. И если люди не понимают зачем в разделе столько подразделов и топиков и им все равно что и где писать, то таких людей необходимо направлять в правильное русло. Иначе в разделе будет каша, где, например, в одном топике все будут обсуждать всё подряд. Хотите один топик для всего, как в разделе "Другие языки"? И если человек пишет свои посты где попало, чтобы выполнить квоту для подписной, нарушая при этом правила, то такому человеку нужно напомнить об этих самых правилах.
