As you know before upgrade ETH was high price $1400 and nowadays is below $200 so after upgrade price will grow more in coming days , so you will see ETH price will more than $200.

As you know Binance and other big exchanges have started IEO and they have good reputation but some little exchange that are unknown and not have any reputation, should not invest in these exchange .
