Well, NEO pc wallet that you installed on your machine is not exactly a wallet itself without .db3 file. That .db3 file is wallet, and NEO GUI or NEO CLI are just programs that handle .db3 files. You need to make a copies of .db3 file on usb flash or cd-rom, wherever you like and store them safely (not just in one location). Same thing with password, write somewhere and keep safely. Do not store your .db3 file on your machine, that would be a bad idea.
