True, the document was written on June 19, 2017, but it is quite real that even then they were already working on the idea of implementing TOR. The financial services that Telegram wants to implement are quite difficult to implement and this functionality has been successfully working for OmiseGo for several years already (by the way it is one of not many projects that have a real product and which brings money). Because, I would not be surprised if the messenger with which OmiseGo agreed, it will be Telegram, and the functionality will be implemented on their platform.
