Malta is a good jurisdiction though. About half of the usual 100k to ICO.

What exactly are you saying? That it's beneficial for an ICO to run in Wyoming so long as people buy in Wyoming only?

That would not be a good strategy because only a tiny amount of people are willing to travel hundreds to thousands of miles just to participate in an ICO.

Wyoming is only a two hour drive from where I am at. However, I do not think even I would be willing to make the journey just to buy ICO tokens. I think if someone required that I buy the tokens in Wyoming, I would just move on. I'm not certain how such an ICO token would ever have any liquidity in their market.

Liquidity would be easy, since they can ICO it in Switzerland and ignore any Americans not in Wyoming rather than all Americans. In fact if it was a popular ICO, I suspect there would be a lot more usa liquidity than anywhere else. Wyoming locals or traders could buy it then sell at a slight premium on here for btc.

I'm not looking for a project to invest in, I'm looking for a profitable project that lacks a developer. There seems to be a lot of developers without projects, I'm wondering if there are too many developers or if projects simply don't yield enough money to make it worthwhile for the developers.

The biggest problem.with doing an ICO is.the regulation. Ideally for the investors to get a return you want to do a token or coin that gives them a return or perhaps you buy up or back the coins with profits.

Doing the ICO technically is really easy, the hard part is marketing and legally. You could do a utility token around it, but if there is no interest and no real reason for blockchain you rapidly become a shitcoin. That's not so bad for an investment token since raising investment for non blockchain companies could be a good use for crypto. A company that issued securities coins then invested in companies and then returned the profits to investors  (DAO angels on the blockchain) would be an interesting play, imho.

Is there a project that badly needs to be implemented and for which it would be easy to raise funds?  Say one that would yield around 36k over a year. Funds could be sent to a multisig and then used to pay for development.

Smells like a security. Have you registered with SEC or are you excluding us citizens? Do you have a 30k-50k budget for a Mifid license from Malta or another cheap jurisdiction or are you locking out EU citizens too? What about Chinese and Russian citizens? How are you handling KYC and AML? What about GDPR in relation to KYC/AML data?

You can get people to work for Bitcoin you have now (If your serious, stake the signature from the account(s) that you will use to fund this ICO.

Good luck getting it on contingency or cut of the profits, not many ico legals who work that way.

You might not found the investors that you're looking for here. People are wary of online scams and its less likely for them to just randomly send you bitcoins for the capital you needed.
I suggest you to find interested local people on your town/country which have the money , either bitcoin or fiat.


our country is not very "rich". and the average wage level of the population is very low ($ 300) on average in the country.

Therefore, the investor is better all the same to look for from more obezpechennyh countries.

Even if this is a scam..the idea of issuing tokens to fund a company is interesting. The company could buy back tokens with a portion of the profits or pay out dividends in eth or place eth in a smart contract to buy back tokens when people want to sell to drive price up/give a floor.

There is no doubt that something changed in the cryptomarket, and the ICO aren't a source of quick profits anymore. Last year, whoever invested in ICO even not of the best quality, would see hundreds of percent of profits in a couple of months.
This is true, for those investors who are looking for a rich-quick scheme can't ride the hype with ICO's anymore. Last year was the golden age of it but this year it looks like it will be the near death of it.

With the recent exemption on ICOs run in WYoming (My ubnderstanding is the state law applies over SEC if you don't sell across state lines. Would you go to Wyoming to buy crypto in person?

Yes, tokens can be sent anywhere but, the organisers may only be able to.sell them. (At least to us citizens in one state) I'd suspect if the ICO was popular enough there would be locals or people who would travel to.buy tokens in person and then resell theml.
