As you can see on image XLR wallet running without problem. Have you any settings and your windows which can block running some .exe file? I found a reason - something happened with user account so windows started to block running new applications I created new user account and the problem is gone

good news about MN requirement! I can rent a cheap VPS for it. I recommend you to make a text or\and video guide how to setup MN on VPS. It will be good for new MN holders May be someone will do it for bounty
