I'm looking for a debit card solution, but since I'm not EU/US citizen my options are close to none. Services are either scams, not operational or forever stuck in launch phase (like wirex/advcash). To make things harder all card-benchmarking sites care little about listing eligible countries or describing verification procedure steps per service. Most card services on the other hand are, of course, secretive about eligible country list, constraints in functionalities per country and verification steps, because they are very glad to take your personal documents and only after tell you the bad news. So, it's reallty tough to test them.
Big threads about debit cards here are extremely west-centric so they also care very little about the above.
VCC is not an option for me since I mostly need ATM withdrawals.
For Crypterium I think it's also not clear if it's operative.
EDIT: Now I also see, the ATM withdrawal functionalty for Crypterium is limited to only a few countries.

All those services will gladly firtst take all of your verification data before letting you know that you're not eligible (the reason why all these benchmarking takes about them are awful). True, some of them may let you hold the account open with constraints on usage that render the whole service basically useless, but in no way will they let you have a debit card outside of EEA.

That's how it used to be back in the day, but the failure of Wave Crest sort of suggested it may not be the best idea to rely just on single card provider. There are various card programs with different cards for different regions. They are all listed inside any ADV account after you click Create Card on the left. ADV Europe cards cover EU, Turkey, Israel. You need to be a resident with verified local address, citizenship not required.ADV World cards ship all over the world. EEA, non-EEA, does not matter for the World program. This program is on a bit of a hiatus for technical reasons on the issuer side, but these cards will come back soon. New cards are not currently sent out, but existing cards work. ADV Russia cards are available in Russia only. We are also working on a card more geared towards crypto. It will be available internationally. Are the ones eligible for ADV europe card residents of EEA or any country in Europe no matter if it is inside the European Union or not? In other words what is your definitioin of the term "Europe" ? Legal or geographical?
