Transaction replacement has been "implemented" since day 1, but it was switched off until some concerns with it can be addressed.

Those concerns were not yet addressed so it wasn't yet switched back on.

However we have done a lot of research and documentation on how it can be used:

I had a Coinbase transaction take 4.5 hours to confirm yesterday.

Apparently they had delays in February of days.

I don't know, but these definitions may help:

FinCen defines money transmitter in this letter : http://www.fincen.gov/news_room/rp/rulings/html/fincenruling2003-8.html

I don't see the point of acquiring BTC and put them into an off-line wallet and not use them for years unless you know for sure it will go high.

I think the purpose of bitcoin is to exchange and invest.

I agree. It seems hard to use Bitcoins if they are stored offline. Coinbase seems like a reputable company that I trust with my coins. Coinbase also offers offline wallets, but I haven't used those yet.
