He is SCAMMER, avoid him. I added him on Discord, he promised to deliver me Adwords account but vanished away after taking payment in BTC.

Why are such scammers not getting banned, despite multiple scam reports and proofs?

What happened:: : I posted to buy coinpayments account in WTB section, he responded and asked me to contact on telegram, further he took payment and never responded since then.
