Could someone explain what the "fee" and the "deadline" are for?

Does the guy with the highest fee for a certain Alias get it?

-I took all of the money I earned (that I didn't need for food) on my small side job in the last month and invested it in NXT. (I'm a student so it's only 16,5 k NXT).
-I currently have another 100€ on the way.
-I personally went to 4 of my friends their house and installed the client for them.
-I'm helping them buy NXT by using my bank account to buy BTC, which I use on DGEX in order to buy them NXT with their money (seems like they're having a hard time)
-I have upvoted the reddit group posts
-Became a member of the facebook groups
-I'm trying to become an active member of the NXTcoin forum
-I'm promoting NXT on reddit.
