In my opinion it is better to buy doing ico cause that is the best time you can get a good price for promising project.

To be candid 15000 is too high but eth will surely keep rising

I personally will advise you invest in altcoins because of its growing market and it's possibility of high rate of return on investment.

Most times I do wait knowing an increase will result to extra dollars in my account but sometimes it depends on some other factors e.g exchange rate.

Reading the whitepaper for the ico's and also carefully  reviewing the videos will really help alot in identifying a good coin

Personally there are certain factors I consider when choosing a bounty campaign. I consider how good the project is,  the allocation for the bounty, etc.
