Posting same content multiple time and GUARANTEED PROFIT is not policy violation?

What is the duty of a bounty manager? Is he/she responsible to check the application? Should he/she accept all application without checking? Should he give stakes all accepted participants without checking their task?
I noticed this bounty manager accepting application and giving stakes without checking their task on the Bounty Campaign.

Who is responsible for it?

hidecoin2016 has posted a lots of bounty project and airdrop. Coin name is different but on all project he mentioned same twitter profile. I think he is a scammer. Please check his Topics Where you would be able to see all of his bounty/airdrop thread. Below is few samples:
