I ill say no to this because there is still fluctuation in the price of some coin while some are still dipping. I believe before the end of the year, the market will recover fully from the bear and then the bull run will start.

As a trader, I think it is a very good idea for you to buy token at low prices directly after icos and sell when the price is high but as an investor, I think it will be good if you can buy when the ico is still on because even if the price falls when it get listed, you can continue to hold because, the price will rise again.
