no, I supposed the bank can be anywhere.  the cost of the bank transaction/fees is directly proportional to what can be charged on the check cashing website.  I would have assumed a foreign bank cashing US checks would be cost prohibitive?  Also vice versa, a US bank cashing foreign checks.  I'm unsure if there is an overseas market for cashing checks.  In the US, generally the poor/underserved use the payroll check cashing services, so the fees would need to be very low.

I couldn't find a bank that would work with me so I had to shut it down.  If anyone wants the source code and/or has a bank license, PM me.
