Take it easy.  I think he means that you can get $ 2 to try out the service in exchange for giving a review copy if you have collected 1 Merit in the last period.
the opposite of what scammers do who give fake positive feedbacks.
It is a good idea because it makes lower rank accounts that are sold useless.
