ATI has more cores than nvidia which makes GPU mining much faster.

Just like AMD are better CPU miners than Intel.

You don't even need 30 GB, max you need is 7 GB,
You don't need that good of a CPU.
2 GB RAM? I'd probably only get 512 mb or 768.
You don't need 850 wawtts.
You don't need a badass case.

Make sure you don't have your devices configured wrong and also make sure you're using a GPU miner.

Careful potential traders:  before you deal with this guy, remember that buyers can use chargeback in paypal and claim that the BTC were never delivered. 

OP, if you want to buy BTC, consider using another medium.
HOWEVER, since bitcoins are intangible/online goods you can claim it is intangible and win the dispute.

Not worth it but you can use bitp.it and put it on a HTML page and load up that HTML page a few times.

I also code a few other languages.

I use command based miners and I even created a GUI for them in Visual Basic .NET (simplicity Tongue VB.NET = easy shit)

I sell my network stress tester for BTC, I also made a miner that I would like to release to the community.
It's not really a miner, it's more of a miner GUI for momchil's and jzdarikz or some shit like that's miners.
