You should email Binance. They will then ask you some questions about your account which only you and Binance knows about. And then they will ask you to send them a copy of your government ID with another photo indicating date and your signature.
Of course you have to do this from the email address you used to register.
TLDR They will help you regain account access as long as they can confirm your identity.
Once all this is done and you regain access. Sending your coins to relatives is already easy.

Bittrex dropped the ball when they kept adding and delisting shitcoins each week. They didn't care if it was a scam or not. This is the period when Poloniex became number one with their careful additions. And then Poloniex introduced margin trading. It made them solidly at number one.
However, Poloniex suddenly ran into customer related problems - piling withdrawal problems. People were scared of an exit scam in the making. This was the time Binance stepped in and took away the trading volume and became the number one. Poloniex was then sold for unknown reasons, maybe to avoid exit scamming remaining users.

I believe setting stop-losses is just one side of the story. After determining your stop-loss, a pro trader should define how much loss he's willing to take. One thing is for sure. It was my first time to see one "Vitalik giveaway" in Youtube yesterday. It was indeed ingenious to make it live and have fake chat comments saying they received the giveaways.
I'm sure some newbie will fall for it, the Twitter scams make a killing before Jack Dorsey did something about it.
