The first time I read it I thought you can get a permanent bonus to (potential) roll rewards, but now I am not so sure.

The description is a bit vague.

Does anyone know what he is talking about here?

What does "unlocking" the +18 satoshis bonus even accomplish, and why does my progress dial back a few percents every time I check??

Right now, I just kept buying lottery tickets every hour, but whenever I check again, the progress seems to go back by minus ~2 percent somehow.

His last twitter message is that updates will be finished "soon", so because he isn't someone who communicates a lot, I would guess that means it isn't done yet.

Wait and see, it won't change a lot until then anyways.
