Yes, you need to pass identity verification to be able to redeem your winnings. This is stated in the How to Redeem Stake Cash section in the referred casino review.
Unfortunately, few states still restrict sweepstakes casinos.
As to your suggestion, I think you have a point. We will say that it is the legal way instead of risk-free.
