Well it really depends on what you describe as fat. The WHO definition is:
a BMI greater than or equal to 25 is overweight; a BMI greater than or equal to 30 is obesity.
However, I find that this is not necessarily true in all cases. According to some calculators I would be at around 24. However, I'm currently not really in shape and have a belly. There is quite a difference, as someone could be really fit and be classified as overweight due to his BMI (happened to someone that I know).
If we put this aside I don't think that I'm fat. However, it wouldn't be bad to lose some of this belly.
