If not, can you install VMware player, KVM or virtualbox?

Its late in my country, but if you didn't find anybody to help you by tomorrow morning, I'll see if I can give you some tips (I'm not an expert either, but I have compiled some progs on Linux in the past)

The readme file of the project is actually quite helpful. You should read that.

There is not just one file which contains the actual code, but many. A cursory look over the project shows that the folders console, coreapi, and java all have source code. The codes is written in multiple languages it seems, since the project is for multiple platforms. Files with the .c extension are for C/C++ while files with the .java extension are for Java. Android uses Java.

what software to use to modify the source?
A simple text editor would do, but IDEs (integrated development environments) are better. I would recommend netbeans since it should work for all of the languages in the project.

how to compile it to an exe & apk afterwards?
On a linux system, follow the build instructions in the readme. On windows, follow the instructions in README.mingw.

budget is not much, probably in the 1,000$ but since all resources are available online, i dont think that would be a big problem.
but yes it can get a bit technical at some point and i will need help to set up everything from scratch. so i believe $1,000 would be ok ok.

ive tried 12 dev on fiverr. just bullcrap, none delivered. i have a feeling fiverr is saturated completely. most people say they can do but none actually does.
