For example, they had a sniper team and yet couldn't identify someone on a top roof 400 feet away from the former president, and local supporters saw the shooter, reported it to the police, and nothing was done. Nothing makes sense, but he is alive, and that is all that matters.

They would have had protocols and procedures to ensure the shooter was an actual threat before taking their shot and only once the person was confirmed to be an assasin would they be taking that shot. It's not an easy decision to take a human life under any circumstances but it would be a catastrophic one if you misidentified an assasin for someone who was simply a civilian trying to get a good vantage point to see the rally or maybe a guy with a camera taking a video.
The guy in all fairness was commited and had some form of planning along with a large pair of balls to go do what he did and it is important now to figure out exactly what drove him to commit this terrible act.
It definitely is not the fault of the security team on the roof that took the shot but maybe the fault of those who were guarding the outer perimiter and whoever thought it was a good idea to not provide some top cover surveillance of the site during the rally. They have plenty of drones available to monitor the area and even a cheap drone with some scanning ability would have spotted the anomaly of the guy climbing up the building to go to work but there are also some reports that he was spotted getting up onto the roof of the building and a police officer challenged him and backed off when he was shot at and the shooter then had just a moment to get off his shot at President Trump.
It is a pity that young man was radicalized instead of him being given direction towards a career in the military because he showed some resolve to get those shots off with a less than suitable weapon.
President Trump survived and that is what matters and it was just literally divine intervention that made him turn his head at that critical moment.
